Background

The British Council is the UK’s international organisation for educational opportunities and cultural relations. We have a strong track record in education reform and change management projects.  Our work is based on partnerships and the creation of opportunity for people to develop themselves.  

In the Middle East and North Africa, English projects aim to improve access to English for young people and enable them to meet their educational and career aspirations by:

 

  • supporting learners directly by promoting learner autonomy and providing high quality digital and non-digital language learning content through a range of media
  • supporting teachers and institutions through training, development and professional networking
  • informing educational policy makers and institutions through consultancy, research, publications and events

 Language for Resilience is an 18-month project that seeks to enhance and expand British Council programming on language education for those affected by the Syrian crisis – including those living inside Syria and in host communities in the neighbouring countries of Lebanon, Jordan, Turkey and Kurdistan Region of Iraq (KRI).  There will be an additional focus on IDPs in KRI.  Our broader ambition is that this work will provide the learning, confidence/understanding and evidence to improve the way in which British Council presents and delivers its English language education capability during times of prolonged crisis.

 

Purpose

We are seeking a local consultant with a good knowledge of the local context and a network of contacts including local and international NGOs and Aid Agencies who will support the lead UK consultant during the critical research stage of the project.

Reporting to English Projects Manager, Iraq (based in Erbil) the consultant will support the lead consultant in building a network of contacts in KRI, facilitating field research and providing follow-up support post visit.

 

Qualifications and experience

Iraq Nationality and/or long term residence in Iraq

Track record of delivering assignments of a similar nature (building networks with internal and external stakeholders, facilitating field visits)

Proficient in English, Arabic (Essential) Kurdish (Desirable)

Understanding of the KRG response to the refugee and IDP crisis

Knowledge of key stakeholders in the response to the crisis

Masters degree in a relevant subject

 

Outputs

Contributing to successful visit by lead consultant in January 2016

Input to report by lead consultant in Feb/March 2016

Advising EPM and Director Erbil on pilot project plan in March 2016

 

Location, timing and duration of assignment

The local consultant should be available to set up and accompany lead consultant on field visits to schools and other institutions in the Kurdistan Region of Iraq.

We estimate the following commitment

 12 – 18 January project briefing and setting up programme

 18 – 28 January: accompanying lead consultant and facilitating field visits

February and March 1 day per week to be agreed

Owing to the nature of the programme this may change

 

Reporting

Contribute to report written by lead consultant, if required.

Expenses:

British Council will cover the following expenses

 

  • Overnight accommodation outside of home location (if required)
  • Daily subsistence during field visits
  • Local transport in KRI
